Do you know how to file an RTI plea?
The Right to Information (RTI) Act, 2005, is crucial as it mandates timely response to a citizen’s request for government information
What does the Act aim to do?
The Act aims at promoting transparency and accountability in the working of every public authority
Who does the Act apply to?
The Act extends to the whole of India, except the state of Jammu and Kashmir
How to file an RTI plea
The Act prescribes a simple procedure to obtain information. Though some public authorities have their own formats, there is no compulsion to stick to the prescribed format
Step 1: Identify the department you want information from. Some subjects fall under the purview of State governments or local authority such as the municipal administration/panchayat, while others are handled by the Central government
Step 2: On a sheet of white paper, write out the application by hand, or type it, in English, Hindi or the official language of the area. You can also ask the public information officer to put it in writing
Step 3: Address the application to the State/Central Public Information Officer. Write the name of the office from which you seek information, and the complete, correct address. Clearly mention ‘Seeking information under the RTI Act, 2005’ in your subject line
Step 4: State your request in the form of specific, detailed questions, and mention the period/year your request falls into. Ask for documents or extracts of documents, if required. To obtain documents, the applicant has to make a payment of Rs. 2 per page
Step 5: Pay Rs. 10 to file the plea. This can be done in the form of cash, money order, bank draft or a court fee stamp. The stamp should be affixed to the application. Applicants below the poverty line (BPL) need not make the payment but have to attach a copy of the BPL certificate along with the application
Step 6: Provide your full name and address, contact details, email address and sign the application clearly. Put in the date and the name of your town
Step 7: Take a photocopy of the application and keep one with you for future reference. Send your application by post or hand it in personally to the department concerned. Don’t forget to get an acknowledgement
Step 8: The law mandates that information be provided in 30 days. If this does not happen, you can file an appeal. The first appeal should be addressed to ‘The Appellate Authority’ with the name of the department and the address. The appellate authority is mandated to revert in 30 days from the date of receipt of the appeal. If the Appellate authority fails to reply, further appeals lie with the Information Commission, the Chief Information Commissioner, State/Central Information Commission

1) A court fee stamp is the easiest to acquire. Bank drafts and postal orders take time
2) Send in your application by registered post as this will enable you to receive an acknowledgement of the receipt. Keep the acknowledgement safely
3) In your application, state that the information be provided to you in written form, and sent by registered post
4) Ensure your questions are all related to the subject at hand, and that they are to-the-point
5) If the information sought by you is handled by more than one department, it is mandatory for your application to be forwarded to the other departments concerned. The recipient of your application should intimate you of the forwarding, and the other departments should provide the information within 30 days of the receipt of the application

The Centrally Sponsored Scheme “Improving Transparency and Accountability in Government through Effective Implementation of the Right to Information Act” was launched in August 2010. The Goal of the Scheme was to contribute towards more accountable and transparent government. The Purpose of the Scheme was effective implementation of the RTI Act. The scheme aimed to achieve the following Outputs:
(a) RTI requests are filed by public with ease. The components designed to achieve this were:
i. Awareness Generation through Mass media campaign; organisation of workshops, Publication of Guide books etc and innovative awareness generation programmes
ii. Simplification of processes for filing of RTI Requests and Appeals to central Government Authorities which included setting up of a call centre and portal for filing of RTI requests in GOI offices.
iii. Setting up of an institutional mechanism for collaborative working with CSOs and Media and included consultation meetings of the National RTI Committee, RTI Fellowships, etc.
(b) Improvement in quality and speed of disposal of RTI requests and appeals. The components designed to achieve this were:
i. Capacity building of PIOs and AAs through training of CPIOs, SPIOs and AAs, online certificate course on RTI, Knowledge management, etc
ii. Streamlined Processes for receipt, disposal and Monitoring of RTI Requests/Appeals by setting up of RTI Cells in Central Public Authorities.
iii. Improved Record Management.
(c) Effective Information Commissions to ensure compliance with the provisions of the Act through capacity building of Central/State Information Commissioners

Kindly refer to your RRI application dated 01/03/2014 (transferred to the undersigned by the CPIO (Estt. D) DoP&T on 26/-3/2014) and to say that the SLP No. 7467/2013 was filed by the Department against the judgement of the Hon’ble High Court Chandigarh in CWP No. 19387/2011. The SLP was dismissed on technical grounds and not on merit. The Department decided to implement the order dated 31.05.2011 of CAT Chandigarh Bench for grant of financial upgradation in the promotional hierarchy under MACP to Shri Rajpal on personal basis not to be treated as a precedent. A copy of the Department\s letter No. 26012/5/2011-AT dated 19/08/2013 issued in this regard is enclosed. You have not indicated details of the matter of OA No. 914/2012. However the same does not appears to be related to any employee of CAT and therefore is not being dealt with in AT Division.
2. The issue concerning policy on ACP and MACP scheme for the Central Government Employees are being handled in Estt (D) section of the Department. CPIO (Estt. D) DoP&T has already sent a reply to the applicant vide letter No. 41011/3/2014-Estt. (DF)/01309 dated 26/03/201.

It has been decided to implement the CAT’s Chandigarh Bench’s order dated 31.05.2011 in the subject OA absolutely.
2. Since the special leave petition (SLP) filed against subject OA was dismissed on the ground of in-sufficient explanation given to condone the delay in re-filing the SLP and not on merit, this order of granting of financial up-gradation in the promotional hierarchy under MACP to Sh. RTI Process gets Further Boost with the Introduction of ‘e-Indian Postal Order’ for all by the Department of Posts
‘Locality-Based Pin Code Search Directory’ and Value Addition to ‘e-Post Service’ also Launched*
India Post (Dept. of Posts) here today launched electronic Indian Postal Order (e-IPO) for Indian Citizens living in India. Earlier last year the Department had launched the e-IPO on 22nd March, 2013 for Indian Citizens living abroad across the globe to facilitate them for paying online fee for seeking information under the RTI Act, 2005.e-IPO is a facility to purchase an Indian Postal Order electronically for paying RTI fee on-line through e-Post Office Portal https://www.epostoffice.gov.in or India Post web-sitewww.indiapost.gov.in. After paying the fee on-line one just need to annex the print-out of the receipt to the RTI application. Launching the service, Smt. P.Gopinath, Secretary, India Post, said that this has been achieved through a concerted and coordinated effort of her Department, N.I.C. and the Department of Personnel and Training. She generated the FIRST e-IPO for Indian Citizens living in India on the occasion and presented it to an RTI activist.
Under this service, the applicant needs to register at e-Post Office portal of India Posthttps://www.epostoffice.gov.in or through India Post web site www.indiapost.gov.in (where a link for e-Post Office has been provided) to create his/ her profile for the first time. Both Debit and Credit cards of any Bank powered by Visa/ Master can be used for this purpose.
Smt. P. Gopinath also launched two other services on the occasion: (i) Locality-based Pin Code Search Directory and (ii) Value addition to e-Post service.
‘Locality Based Pin Code Search Directory’ will facilitate the public to locate Pin Code up to locality level for usage of correct Pin Code on their mail articles thereby helping in expediting mail processing. This facility can be accessed through India Post web-site.
Presently, ‘e-Post’ facilitates the customer to send their messages to any address in India with a combination of electronic transmission and physical delivery through a network of almost 1,55,000 Post Offices. In addition, corporate customers can also avail e-Post facility at special rates and other value additions. Today the following value additions to the e-Post service has been done:
(i) Many to One : This facilitates sending of same ePost message from many senders to one recipient on recipient’s email box; and
(ii) One to many : This facilitates sending of same ePost message from a sender to multiple recipients on recipient’s email inbox.

CHENNAI: Was the commemorative stamp on Sachin Tendulkar issued on November 14, 2013, rushed through after bypassing postal rules? Yes, says the postal department in a reply to an RTI filed by activist Subhash Agarwal on December 24, 2013. The cricketing icon played his last test against West Indies in Mumbai between November 14 and 18.
The stamp was issued within 20 days of the request being sent by Union minister Sharad Pawar. Under Rule 13 of the Rules for issue of Commemorative Postage Stamps, it takes much more than 20 days to design and approve a stamp to be released. Also commemorative stamps are issued 10 years after the death of a leader or celebrity and in exceptional cases, it is released to honour head of nations, said Rashi Sharma, director (Philately) & First Appellate Authority department of posts in the reply.
"The desired date of release of this proposed stamp is November 14, 2013 which is merely 20 days away and pre-production formalities of a stamp require a longer time for printing of a good quality stamp and its distribution nationwide on the date of release," said Sharma.
"It would be relevant to mention here that as per the rule 13 of 'Rules for issue of Commemorative Postage Stamps,' no stamp will be issued on a living personality. The personalities on whom commemorative postage stamp may be issued should be of national or international importance. The occasion to be commemorated must be the birth centenary or 10th, 25th, and I00th death anniversary. Stamps can be issued no sooner than 10 years after an individual's death," the director said in the reply.
The philately division assigned Kamleshwar Singh, an empanelled artist of the department of posts to design the stamp. Singh has to his credit various stamps, including those issued on the occasion of 100 Years of Indian Cinema and London Olympics 2012. Two set of stamps were issued on November 14, the first with Sachin's picture during the first test he played in Pakistan in 1989 and the second from his last test in Mumbai.
The stamps issued to honour Sachin are of a high denomination of Rs 20 and they are not available across the country though many fans of the cricketer may want to own them. "To ensure availability of attractive multi-coloured postage stamps for public through all the post offices, stamps of definitive series should not be printed in denominations in which commemorative stamps are usually printed. Currently even in Delhi, such colourful commemorative stamps are available only at head post office at Sansad Marg," Agarwal told TOI
